DL Suspension

Driver’s/Professional License Suspension and Passport Denial

Driver’s/Professional License Suspension is an enforcement technique used by the Child Support Enforcement Agency (CSEA) when an Obligor is in default of his/her current Support Order.

For a case to qualify for driver’s/professional license suspension, the following criteria must be met:

  • There must be one (1) month of no payment, or under certain circumstances, less than full payment of the current monthly obligation.

  • No active income withholding order.

  • Advance Notice of Default and Potential Action has been sent.

Once an Obligor’s driver’s/professional license has been suspended or blocked, the following criteria has been established in Allen County for reinstatement:

  • The Obligor makes full payment, to the Office of Child Support or to the CSEA, of the arrearage that was the basis for the court of CSEA determination of default.

  • An appropriate withholding or deduction notice or other appropriate order has been issued to collect current support and any arrearage due under the child support order that was in default, and the Obligor is complying with notice with notice or order.

  • A new child support order has been issued or the child support order that was in default has been modified to collect current support and any arrearage due under child support that was in default, and the Obligor is complying with the new or modified child support order.

Driver’s/professional license reinstatement will not be completed until CSEA is able to verify that a payment has been made. Payment for driver’s/professional license reinstatement can be made in the following manner:

  • Cash payments, either by money order or cashier’s check, may be brought to ACCSEA at 200 W. Market Street, Lima, OH. The cashier will provide Obligor with a receipt.

  • Payments may be mailed to the Ohio Child Support Payment Central (OCSPC), P.O. Box 182372, Columbus, OH 43218-2372.

  • All payments should include Obligor’s name, social security number, SETS case number and order number.

Once the driver’s license reinstatement criteria has been satisfied, the Obligor will be provided with a reinstatement form. The Obligor will need to take this form to an Ohio Bureau of Motor Vehicles (OBMV) reinstatement center. The OBMV will charge a fee for reinstatement.

Passport Denial

An Obligor’s passport may be denied if he/she is more than $2,500.00 in arrears.
